The verdict in his case ap - plied also to all the other men who died at the same time, in the same place, and by the same means. A great deal of the time was spent hearing techni - cal information about the rope and the cage. Morning and afternoon sessions were held on Feb. 26 and a morning session on Feb. 27. The jury retired at 1 1.35 a.m. on Feb. 27. Members re - turned their verdict short - ly before l p.m. It read as follows: “W e fnd that Russell Dil - lon came to his death at 8 a.m. on Feb. 2, 1945, in No. 5 shaft in the Pay - master Mine in the T own - ship of T isdale through, frst, by the breaking of the rope and secondly , through the failure of the safety dogs to func - tion properly and stop the cage. From the evidence sub - mitted the rope broke because of inte rnal corro - Cont’d from pg. 46 sion of which there was no indication from external examination. W e consider the dogs faulty in de - sign and operation and recommend that all safety dogs and attachments be approved by a competent author - ity appointed by the Department of Mines before permitting the use of the same. Also that a study be made on the prevention of internal deterioration of hoisting ropes by a Commission appointed by the Provincial Govern - ment, and every ef fort be made to pre - vent it. W e strongly recommend that there be no delay by the said Commission in making investigation of all cables, safety devices, and hoisting equip - ment to prevent a recurrence of this serious and deplorable accident. W e fnd that no blame can be attached to any one through carelessness or ne - glect.” The Paymaste r No. 5 shaft extends from surface to a depth of 2,685 feet. The shaft conveyances consisted of two skips and a double-deck cage. No evidence was obtained in the in - vestigation of work records that this rope had not received proper care and inspection. The failure of the cage dogs to func - tion properly has been cited as the sec - ond cause of the accident.
