15 AMEC R eport 2018 Safety Commitee The Safety Committee provides advice to the AMEC Council and Ex ecutive on mining and safety issues that may impact on the Association s membership The main issues discussed were P articipation on the Mining Industry Advisory Committee MIA C AMEC continues to be represented on this high level Committee which is a statutory body advising on matters relating to occupational safety and health in the W A mining industry Mental health strategies in the resources sector AMEC continues to work through MIA C to ensure that an appropriate response is provided on recommendations in the R eport to the W A P arliamentary Inquiry on the Impact of FIFO work practices on mental health This included a recommendation that a Code of Practice COP should be developed that addresses FIFO work arrangements and their impact on employees mental health Considerable work has been undertak en during the year on a draft COP which is under consideration by the Minister It is e xpected to be released in 2019 W ork Health and Safety legislation in W estern A ustralia AMEC made a comprehensive submission in response to a P aper on Modernising W ork Health and Safety laws in W A prepared by a Ministerial Advisory P anel MAP The submission indicated general support for a single harmonised and amalgamated W ork Health and Safety Act but with several reservations around ensuring the legislation is workable practical and not overly prescriptive W e were not supportive of some of the MAP recommendations around duty of care right to cease unsafe work right of entry and enforceable undertakings It is e xpected that a consultation package for three sets of W ork Health and Safety R egulations will be released in early 2019 T ransparency and accountability of the Mines Safety L evy Following AMEC s e xpressed concerns on the lack of transparency and accountability surrounding the Mines Safety L evy account the Minister for Mines and P etroleum requested that situation to be changed This was brought about as the account was in signifcant defcit AMEC has since attended several meetings with Departmental staf to the point that it is anticipated that the account should be in balance by the end of the 201819 year This turnaround has been achieved by an increase in the annual levy to 21 cents per billable hour an increase in the total billable hours across industry and some cost restraint AMEC will continue to monitor the levy setting process and the status of the account Other issues The Committee also had a direct interest in nanodiesel particulates and associated research and statistical signifcant incident and performance reporting
